Foreign Halal Certificate (SHLN)

The Halal Product Assurance Organizing Agency (BPJPH) is a government institution responsible for managing and implementing the halal product assurance system in Indonesia. BPJPH was established under Law No. 33 of 2014 concerning Halal Product Assurance (JPH), with the aim of protecting Muslim consumers and ensuring that circulated products meet halal standards in accordance with Islamic law.

BPJPH has the authority to collaborate with foreign halal institutions (LHLN) in recognizing halal certificates issued abroad.

Products that already have a halal certificate from a recognized LHLN do not need to apply for a halal certificate from BPJPH. However, the certificate must be registered with BPJPH before the products can be distributed in Indonesia. The required documents for registration include:

  1. Application letter for foreign halal certificate registration.
  2. Appointment letter from the originating country’s company granting the applicant the right to apply for registration.
  3. Business Identification Number (NIB) from the importer or official representative in Indonesia.
  4. Copy of the foreign halal certificate for the products to be imported into Indonesian customs territory.
  5. List of imported goods along with their Harmonized System (HS) Code.
  6. Statement of authenticity and validity of documents.

Note: If the documents are in a language other than English, an official English translation must be provided.

Foreign halal certificate registration is carried out by the importer or its official representative based in Indonesia through the SIHALAL system. The registration steps are as follows:

  1. SIHALAL Account Registration
    • Create an account on the SIHALAL website.
    • Log in and select the SHLN (Foreign Halal Certificate) registration menu.
    • Fill in applicant details and upload the required documents.
  2. Document Verification and Validation
    • BPJPH verifiers will review the submitted documents.
    • If any documents are missing, the applicant must complete them. Failure to do so will result in automatic rejection.
  3. Payment of Registration Fee
    • Once document verification is complete, the applicant must pay a registration fee.
  4. Issuance of Registration Number
    • BPJPH will issue a registration number for the foreign halal certificate upon successful completion of all steps.
    • The applicant can download the registration number through the SIHALAL system.

The registration number for a foreign halal certificate follows the validity period of the halal certificate issued by the respective LHLN. The importer or official representative must renew the registration 60 days before the validity period expires to ensure the continued distribution of products in Indonesia.
