Indonesian Cosmetic Categories

Cosmetics are products or things intended for application on the human body, including the skin, hair, nails, lips and other external genital areas, or on the teeth and mucous membranes of the mouth for cleaning, perfuming, correcting, deodorising, protecting or maintaining the body.

Cosmetics distributed within Indonesia must meet the criteria of safety, efficacy, quality, labeling, and claims.

• Safety: Based on ingredients used, they must be compliant with the relevant laws and regulations. The cosmetics used in this study should not pose any threat to human health when used in normal or in aggravated conditions.
• Efficacy: Based on the product’s claim and its intended use.
• Quality: Determined by compliance with Good Manufacturing Practices (CPKB) and material usage according to Indonesian Cosmetic Codex, standard and laws and regulations that may apply.
• Labeling: Must be accurate, unbiased and not deceptive.

Regulation of the Indonesian National Agency of Drug and Food Control (BPOM) No. 12 of 2020 regarding Procedures for Submitting Cosmetic Notifications.

Cosmetic Category

The determination of cosmetic categories is based on the product name and its intended use. Below are the divisions of products and their corresponding cosmetic categories:

Other Baby Products	Cosmetics used for babies and children under 3 years old in the form of creams, emulsions, liquids, thick liquids, gels, and oils not included in other categories.
Foot Care	Cosmetics used exclusively for foot skin care, not including massage cosmetics. Example product: Moisturizing Foot Cream
Skin Freshener	Cosmetics used to refresh the skin. Example product: Rose Body Toner
Night Cream	Cosmetics for face and/or neck skin care used at night. Example product: Moisturizing Night Cream
Skin Soothing Product	Cosmetics that provide a cool and comfortable feeling to the skin. Example product: Soothing Aloe Gel
Day Cream	Cosmetics for face and/or neck skin care used during the day. Example product: Daily Day Cream with Sunscreen
Moisturizer	Cosmetics used to moisturize face and/or neck skin. Example product: Moisturizing Cream
Massage Product	Cosmetics used to facilitate massage. Example product: Natural Massage Oil
Acne Skin Product	Cosmetics used for acne-prone skin care. Example product: Acne Spot Gel
Body and/or Hand Care	Cosmetics used throughout the body and/or hands to protect skin, keeping it smooth, soft, and hydrated. Example product: Milk Body Butter
Eye Moisturizer	Cosmetics used to moisturize the skin around the eyes. Example product: Moisturizing Eye Cream
Breast Skin Care Product	Cosmetics used for breast skin care. Example product: Nipple Cream
Chemical Peeling	Cosmetics containing ingredients used to remove dead skin cells on the face and/or neck through chemical means. Example product: AHA BHA Peeling Serum
Other Skin Care Products	Cosmetics used for skin care that are not included in other categories.
