A New Format for Nutrition Labeling on Processed Foods

Non-communicable diseases (NCDs), such as diabetes, hypertension, heart disease, and stroke, continue to rise globally. According to the World Health Organization (WHO), NCDs caused approximately 43 million deaths worldwide in 2021, accounting for 75% of total global deaths. One of the main risk factors is an unhealthy diet, particularly the excessive intake of sugar, salt, and saturated fats.

To raise public awareness and help consumers make healthier food choices, many countries have implemented Front-of-Pack Nutrition Labeling (FOPNL) systems. In Indonesia, the Ministry of Health and BPOM (the Indonesian National Agency of Drug and Food Control) have introduced a simplified version known as Nutri-Level, aimed at increasing consumer understanding of nutritional content.


Nutri-Level is a front-of-pack labeling format that provides clear and easy-to-understand nutrition information. It uses color-coded grades (A–E) to represent the nutritional value of a product based on levels of sugar, salt, saturated fat, and calories. The grading scale helps consumers quickly identify which products are healthier.

This concept has already been adopted in several countries and has shown success in guiding healthier eating habits. In Indonesia, Nutri-Level is part of a broader effort by BPOM to implement FOPNL in processed food products, especially packaged beverages and snacks.


Nutri-Level labels appear on the front of product packaging. Each product is evaluated and given a letter grade:

  • A (Green): Healthiest option
  • B–C (Yellow/Orange): Moderate nutritional quality
  • D–E (Red): Least healthy, to be consumed in moderation

The labels are based on a standardized algorithm that considers energy, saturated fat, sugar, and sodium content per 100g/ml. This visual system enables consumers to make quick, informed decisions, even without reading the full nutrition facts.

  • Encourages Healthy Choices: Allows consumers to compare products at a glance and opt for healthier options.
  • Motivates Product Reformulation: Encourages food manufacturers to improve the nutritional profile of their products.
  • Supports Public Health Goals: Contributes to national efforts in reducing NCDs through better dietary choices.

Nutri-Level is implemented as part of Indonesia’s FOPNL strategy under the Ministry of Health and BPOM. This initiative aligns with global efforts by WHO to combat NCDs by promoting healthier food environments. It complements existing labeling regulations such as the Nutrition Information Table (Tabel Informasi Nilai Gizi) and Healthier Choice Logo (Logo Pilihan Lebih Sehat).

The adoption of Nutri-Level is especially beneficial for urban populations and busy consumers who often rely on packaged foods. It bridges the information gap and empowers consumers to make more balanced dietary decisions.
