BPJPH and Barantin Sign Cooperation Agreement to Strengthen Commodity Oversight

Indonesia’s Halal Product Assurance Agency (BPJPH) and the Indonesian Quarantine Agency (Barantin) have formally signed a Cooperation Agreement (PKS) to synergize their respective duties and functions in animal, fish, and plant quarantine as part of Halal Product Assurance implementation. For businesses that import or distribute animal-, fish-, or plant-based commodities in Indonesia, this agreement signals tighter, faster, and more integrated oversight ahead.

A Strategic Step Toward Integrated Commodity Protection

Head of BPJPH Ahmad Haikal Hasan described the agreement as a strategic move to protect the Indonesian public through integrated commodity oversight, while also supporting smooth trade flows that comply with Halal requirements amid a dynamic industry and free-trade environment. He emphasized that the partnership is not merely a signing ceremony, but a shared commitment to ensuring that every product entering and circulating in Indonesia meets applicable standards of Halal status, health, and safety.

With this synergy, BPJPH stated that both agencies will strengthen data integration and inspection coordination, which is expected to make the examination process more effective without slowing down the flow of goods — ultimately delivering faster, more efficient service and greater certainty for both the public and business operators.

Two Mandates, One Shared Goal

Head of Barantin Abdul Kadir Karding echoed this sentiment, noting that although Barantin and BPJPH hold different mandates, their objective is the same: protecting the public. Barantin ensures that animal, fish, and plant commodities crossing Indonesia’s borders are free from pest and disease threats, while BPJPH provides certainty over the Halal status of products. Together, the two agencies aim to deliver more complete protection while strengthening the competitiveness of Indonesian commodities in global trade.

Scope of the Cooperation

According to BPJPH, the cooperation agreement covers the following areas:

• Exchange of data and information between BPJPH and Barantin
• Coordinated oversight of animal, fish, and plant quarantine commodity traffic within Halal Product Assurance implementation
• Joint handling of suspected violations and support for law enforcement related to Halal Product Assurance breaches
• Capacity building and human resource competency development for both agencies
• Socialization, education, promotion, and publication related to Halal Product Assurance for quarantine-regulated commodities

Building on a Track Record: The Brazilian MBM Case

This agreement follows up on a Memorandum of Understanding the two agencies signed on May 12, 2026. Their collaboration had already been put into practice through the coordinated handling and destruction of Meat Bone Meal (MBM) imported from Brazil, which was found to contain porcine elements. That case demonstrated how cross-agency collaboration can accelerate oversight response while strengthening protection for the public — and it offers a preview of how future enforcement under this new agreement may unfold.
