While obtaining a BPOM number is the primary legal hurdle, new enforcement regarding mandatory Halal certification and stricter ‘SKI Border’ testing parameters means that a simple registration is no longer a guaranteed ticket to the Indonesian market.


1. Registration of Cosmetic Products (Notification)

In Indonesia, all cosmetic products are regulated by BPOM (Badan Pengawas Obat dan Makanan) and must obtain a cosmetic notification number—commonly referred to as Nomor Izin Edar (NIE)before being distributed, sold, or even used for market testing. This requirement applies not only to commercial products, but also to samples, tester products, and promotional items.

For the 2026 regulatory period, the overall registration process remains fully digital through BPOM’s Notifkos system. However, BPOM has significantly tightened compliance checks, particularly during post-notification surveillance. As a result, companies are expected to ensure that all documentation, labeling, and formulations are fully aligned with the latest regulations at the time of submission.

Key Requirements for 2026:

  • Local Entity: You must have an Indonesian legal entity (PT PMA or local PT) with a ‘NIB’ (Business Registration Number) and a ‘PJT’ (Technical Person in Charge/Apoteker).
  • PIF/DIP: The ‘Dokumen Informasi Produk’ (Product Information File) must be ready and updated.

  • Labeling and packaging artwork

In 2026, BPOM increasingly conducts random audits, and inconsistencies between the PIF and the notified product may lead to administrative sanctions or notification revocation.

2. Registration of Cosmetic KIT Products

A Cosmetic KIT (Kosmetik Kit) refers to a single sales unit that contains two or more cosmetic products packaged and marketed together as one set. Common examples include skincare starter kits, makeup sets, travel-size bundles, or promotional gift boxes. Even though these products are sold together, BPOM treats a cosmetic KIT differently from a single cosmetic product.

In 2026, BPOM continues to strictly regulate cosmetic kits by requiring a separate KIT notification number known as “NKIT”, in addition to the individual notification numbers for each product inside the kit. This policy is intended to ensure full traceability, consumer safety, and clarity in post-market supervision.

Rules for KIT Registration:

  1. Individual Notification: Every item inside the kit must first have its own individual BPOM notification number.
  2. NKIT Number: Once individual items are registered, a separate application for the ‘NKIT’ number is made.
  3. Labeling: The outer packaging must display the ‘NKIT’ number and clearly list the components within.

3. The 2026 ‘Double Compliance’ Wall: Halal Mandatory

The most significant shift for 2026 is the full enforcement of Mandatory Halal Certification by October 17, 2026.

  • No Choice: After this date, cosmetics without a Halal certificate cannot be legally circulated.
  • Early Audit: We advise starting the Halal audit at the same time as your BPOM registration.

FAQ: Common Consultation Questions

Q: Can we sell our products while the BPOM notification is still ‘In Process’?

A: ‘No, it is not possible.’ Selling or even displaying products without an active NIE/Notification number is a violation of the Health Law and can lead to immediate product seizure and administrative sanctions.

Q: Is the Halal certificate required for BPOM notification in 2026?

A: ‘Yes, it is mandatory from October 17, 2026.’ While you can obtain a BPOM number without Halal before this date, you will not be able to legally market or import products after the deadline without the official Halal logo and certification from BPJPH.

Q: We changed our factory address. Is the old BPOM number still valid?

A: ‘No, it is not valid.’ Any change in the manufacturing site address requires a ‘Variasi’ (Variation) update. In many cases, if the factory moves to a different region or country, you may need a completely new notification.
