2. Why Sheet Masks Must Be Registered

All cosmetics distributed in Indonesia, including sheet masks, must obtain BPOM notification approval (Nomor Notifikasi Kosmetika) before being marketed.
This process ensures that every product sold in Indonesia meets national safety, quality, and labeling standards.

BPOM registration ensures that the product:

3. Cosmetic Registration Process in Indonesia

The registration (notification) process for cosmetics, including sheet masks, is carried out through the official BPOM e-Registration system.

Key Steps:

  1. Appoint a Local Notification Holder
    • Foreign manufacturers must appoint an Indonesian company as the official importer or notification holder.
  2. Prepare the Product Dossier
    • Product Formula
    • Safety Documentation
    • Label Design
    • Good Manufacturing Practice (GMP) Certification
    • CFS (Certificate of Free Sale) – Stating the product also distributed in origin country (Domestic)
  3. Submit Application via Notifkos
    • The dossier is uploaded and reviewed by BPOM officers.
    • The applicant pays the applicable non-tax state revenue (PNBP) fee.
  4. Evaluation and Approval
    • Once approved, BPOM issues a Notification Number (Nomor Notifikasi Kosmetika / NA), allowing legal sale and distribution in Indonesia.

⚠️ Note: If your product makes functional claims such as hydrating, brightening, anti-aging, or acne-reducing, BPOM may require supporting clinical or efficacy test data to verify that the claim is scientifically justified.


4. Halal Certification Requirement for Cosmetics

In line with Law No. 33 of 2014 on Halal Product Assurance (Jaminan Produk Halal – JPH) and Government Regulation No. 39 of 2021, cosmetics marketed in Indonesia are required to obtain Halal Certification issued by BPJPH (Badan Penyelenggara Jaminan Produk Halal).

This ensures that all ingredients and production processes are free from non-halal substances and comply with Islamic principles.

Based on Government Regulation No. 42 of 2024 on the Implementation of Halal Product Assurance:

Starting October 17, 2026, cosmetics are required to have a halal certificate.

📌 As of May 2025, there are already 81,343 locally manufactured cosmetic products and 7,558 imported cosmetic products that have been halal-certified (BPJPH data, May 2025).


5. Halal Certification Process for Sheet Masks

The halal certification process is coordinated by BPJPH under the Ministry of Religious Affairs, and the inspection is carried out by accredited Halal Inspection Bodies (Lembaga Pemeriksa Halal – LPH).

Halal Certification Stages:

  1. Raw Material Assessment
    • All components, including sheet fabric, essence, fragrance, preservatives, and emulsifiers, must come from halal-certified or plant-based sources.
    • No ingredients derived from pigs, non-halal animals, or alcohol-based solvents are permitted.
  2. Production Process Evaluation
    • Ensures there is no cross-contamination between halal and non-halal materials during mixing, filling, or packaging.
  3. Halal Assurance System (SJPH) Implementation
    • The manufacturer must have a documented internal system to maintain halal integrity across the production chain.
  4. Halal Audit and Certification
    • LPH auditors conduct an on-site inspection and review documents.
    • BPJPH issues the Halal Certificate, valid as long as there are no changes to ingredients, suppliers, or manufacturing processes.
  5. Renewal and Monitoring
    • Manufacturers must renew certification before expiry and may be subject to random audits to ensure continuous compliance.

6. Product Labeling Requirements

Cosmetic labeling must comply with BPOM Regulation No. 19 of 2023 concerning Cosmetic Labeling.
Labels must be clear, accurate, and non-misleading, ensuring consumers can easily identify product details and ingredients.
