Starting on October 18, 2024, halal certification will be officially mandatory for all products entering, circulating, and being traded in Indonesia. This requirement aligns with Law No. 33 of 2014 on Halal Product Assurance, as announced by Muhammad Aqil Irham, Head of the Halal Product Assurance Agency (BPJPH), during a press briefing in Jakarta.
Transition Phase and New Regulations
The implementation follows the completion of the first five-year transition phase, which began on October 17, 2019, and ends on October 17, 2024. This transition period was set under Government Regulation No. 39 of 2021 and is now replaced by Government Regulation No. 42 of 2024, confirming that the mandatory certification for halal products will take effect after the deadline.
Products Subject to Certification
From October 18, 2024, three main product categories must be certified halal: food and beverages, food additives and supporting materials, and slaughtered products, including slaughtering services. Businesses that fail to certify these products will face sanctions, such as written warnings or product withdrawal from the market.
Grace Period for Small Enterprises and Foreign Products
Micro and small businesses (UMK) have until October 17, 2026, to comply with the halal certification requirement for the same product categories. BPJPH encourages these businesses to start the certification process through the official halal certification website. Additionally, foreign products such as food, beverages, and slaughtered goods will need halal certification by October 17, 2026, pending recognition agreements with Indonesia.
Supervision and Consumer Trends
BPJPH will begin supervising halal certification compliance starting October 18, 2024, to ensure businesses meet the new requirements. Aqil emphasized the growing consumer demand for halal products, urging businesses to view halal certification as a competitive advantage rather than a mere administrative task. The certification enhances product quality, competitiveness, and market reach, especially as the global demand for halal products continues to grow.
