The Indonesian Food and Drug Authority (BPOM) has recently issued BPOM Regulation Number 18 of 2024 concerning Cosmetic Labeling, Promotion, and Advertising. This new regulation introduces several important changes that cosmetic industry players and the public need to be aware of.
Key Changes in Cosmetic Labeling
The first significant change concerns refill cosmetics regulations. This provision adopts BPOM Regulation Number 12 of 2023, which mandates that labeling for refill cosmetics must contain at least six crucial pieces of information: the cosmetic name, notification number, batch number, name and address of the cosmetic refill facility, filling date, and expiration date.

The second change relates to cosmetic products manufactured by multiple cosmetic industries under the same notification number. In such cases, manufacturers must include the industry name and city according to each production facility’s location. If production facilities have different names or locations, this information can be listed on a single package using distinguishing marks, batch numbers, or other identifiers accompanied by explanations on the label.
Another important aspect is the provision for Halal Label inclusion. The new regulation stipulates that business operators who own notification numbers may include halal labels on their packaging after obtaining halal certification from the government-established body responsible for halal product assurance.

The regulation also introduces new provisions regarding the disclosure of certain ingredient origins. Business operators who own notification numbers are required to include this information on labels if their cosmetics contain specific ingredients that will be further regulated by BPOM.
Another notable change is the removal of the requirement to list the packaging industry’s name. Additionally, there are new regulations regarding notification numbers for cosmetic kits, where information on cosmetic kit packaging must include the notification number and 2D barcode of the kit, as well as the expiration date taken from the earliest expiration date among the cosmetics in the kit.

Updates on Cosmetic Promotion and Advertising
In terms of promotion and advertising, the new regulation brings significant changes by prohibiting healthcare professionals and medical personnel from appearing in cosmetic advertisements. This aligns with regulations in ASEAN and Europe, aimed at strengthening oversight of cosmetic distribution.
The regulation also changes the term “kosmetika” to “kosmetik” in Indonesian to standardize terminology in cosmetic-related regulations. Business operators who already held cosmetic notification numbers before this regulation takes effect are given a 12-month adjustment period from the regulation’s enactment date.
With the issuance of this new regulation, BPOM aims to create a healthy competitive business environment while prioritizing public interest and safety in cosmetic product use. The regulation demonstrates BPOM’s commitment to improving cosmetic industry standards while ensuring consumer protection through clearer and more comprehensive labeling and advertising requirements.
