BPOM Uncovers Two New Methods of Illegal Cosmetic Distribution in Indonesia

The circulation of illegal and hazardous cosmetics in Indonesia has surged tenfold, according to findings from the Indonesian Food and Drug Authority (BPOM). Recently, BPOM uncovered two new fraudulent methods used to distribute unauthorized cosmetics.

BPOM Chief Taruna Ikrar revealed that the first method involves manufacturers falsely obtaining a distribution permit number (NIE) by using an existing number from another product. In reality, these manufacturers do not possess the proper authorization.

“The distribution permit number they use is not officially issued for that product, nor is it associated with the legitimate manufacturer. They forge the number, mass-produce the product, and distribute it unlawfully,” he explained.

“Four cases have already been escalated to law enforcement for pro-justicia proceedings, while other cases have resulted in penalties such as product recalls, destruction of illegal goods, revocation of permits, and temporary suspension of operations,” Taruna added.

BPOM’s 2025 intensified monitoring efforts have identified 91 cosmetic brands, 4,334 product variations, and 205,133 individual pieces of illegal cosmetics, with an estimated economic value of 31.7 billion rupiahs. These findings were recorded between February 10 and 18, 2025.

A breakdown of the violations revealed:

  • 79.9% of illegal cosmetics lacked the necessary distribution permits.
  • 17.4% contained hazardous substances (particularly in skincare products with blue-label packaging that do not meet regulations).
  • 2.6% were expired products.
  • 0.1% were misused cosmetics.

The BPOM continues to strengthen its regulatory enforcement to protect public health from the risks associated with illegal and unsafe cosmetic products. Consumers are urged to check product permits and report suspicious cosmetics to authorities.
