What Is the SJPH Manual?

SJPH (Sistem Jaminan Produk Halal) is Indonesia’s official Halal Product Assurance System.

Core Components of the SJPH System

The SJPH is structured around five mandatory components, as required by Indonesian regulations.


1. Commitment and Responsibility (Komitmen dan Tanggung Jawab)

This is the foundation of the entire system.

  • Halal Policy
    A written halal commitment signed by top management.
  • Management Responsibility
    Appointment of a Halal Management Team and a Muslim Halal Supervisor (Penyelia Halal).
  • Human Resource Development
    Mandatory halal training for relevant staff, at least once per year.

2. Materials (Bahan)

All materials must be strictly controlled.

  • Halal Integrity
    Raw materials, additives, and processing aids must have valid halal evidence.
  • Approved Material List
    Only materials verified by BPJPH and LPH may be used.
  • Verification Process
    Incoming materials must match the approved list (name, brand, manufacturer).

3. Halal Production Process (Proses Produk Halal / PPH)

This prevents contamination risk.

  • Facility Separation
    Halal and non-halal processes must be clearly separated.
  • Cleanliness and Hygiene
    Equipment must be cleaned according to Islamic principles.
  • Written Procedures
    Covering receiving, production, storage, distribution, and non-conforming products.

4. Products (Produk)

Certified products must meet halal integrity standards.

  • Product Identity
    Names, shapes, and sensory characteristics must not indicate haram elements.
  • Packaging
    Clean, safe, and not misleading.
  • Traceability
    Every product must be traceable back to approved materials and facilities.

5. Monitoring and Evaluation (Pemantauan dan Evaluasi)

This ensures long-term compliance.

  • Internal Audit
    Conducted at least once per year.
  • Management Review
    Annual evaluation by top management.
  • Corrective Actions
    All non-conformities must be corrected and documented.

Why Incomplete SJPH Causes Immediate Rejection

Under PP No. 42 of 2024 and PMA No. 20 of 2021, BPJPH and LPH apply strict document verification.

Common failure points include:

  • Lack of Traceability
    No clear verification of sub-ingredients.
  • Unclear Contamination Control
    Especially critical for shared facilities without proper cleaning (penyamakan) procedures.
  • Weak Halal Management Authority
    If the Penyelia Halal has no authority to stop production, the system is considered ineffective.
  • Inconsistent Documentation
    Mismatch between SJPH manual and actual production records leads to non-conformance findings.

Frequently Asked Questions (FAQ)

Q: Can we use a generic SJPH template from the internet?

A: No. Templates must be customized to your facility layout, production flow, and KBLI classification. Generic SJPH documents rarely pass on-site inspection.

Q: Is a Muslim Halal Supervisor mandatory?

A: Yes. Under UU No. 33 of 2014, a Muslim Penyelia Halal is a mandatory pillar of the SJPH system.

Q: Do we need to update the SJPH when adding new products?

A: Yes. Any change in ingredients or process must be reported. Failure to update may result in halal certificate revocation.
