What is Cosmetic Notification Recommendation?

The Recommendation as a Notification Applicant (RSPN) is an official document that serves as proof that an importer or an individual/business entity engaged in the cosmetic sector—particularly those entering into contract manufacturing agreements with cosmetic industries located in Indonesia—has fulfilled the necessary requirements to act as a notification applicant.

The process of obtaining a Cosmetic Notification Recommendation (RSPN) is closely linked to the Inspection Activity (PSB).
PSB refers to a physical on-site inspection conducted by BPOM (the Indonesian National Agency of Drug and Food Control) officials to verify compliance with regulatory standards.

How to Obtain Cosmetic Notification Recommendation

Prepare Your Facility

Ensure your warehouse or facility meets BPOM standards for hygiene, safety, and operational procedures.

Document Preparation

Prepare all required documents according to BPOM guidelines.

Submit Standard Certificate Application

Apply for the Standard Certificate through the OSS system.

Standard Certificate Issuance

The Standard Certificate will be issued once your application is approved.

Submit RSPN Application

Submit your Recommendation as a Notification Applicant (RSPN) through the PB-UMKU OSS System (not through the Notifkos website).

Audit Inspection

Inspectors will evaluate your facility based on compliance with BPOM standards for safety, hygiene, and operational procedures.

CAPA (Corrective and Preventive Actions)

If any issues are identified during the inspection, implement Corrective and Preventive Actions (CAPA) to address these non-compliance issues.

Recommendation as a Notification Applicant (RSPN) Issuance

Once your facility passes the inspection, BPOM will issue the Recommendation as a Notification Applicant (RSPN), allowing you to legally store and distribute cosmetic products.
