Understanding SKI (Surat Keterangan Impor) for Imported Cosmetic Products in Indonesia

If you plan to import cosmetic products, bulk cosmetics, or cosmetic raw materials into Indonesia, obtaining an SKI (Surat Keterangan Impor) from BPOM (Badan Pengawas Obat dan Makanan) is a mandatory step. SKI functions as an official import approval and ensures that cosmetic products entering Indonesia comply with national safety and regulatory standards.

What Is SKI BPOM?

SKI (Surat Keterangan Impor) is an official document issued by BPOM that allows cosmetic products to be legally imported into Indonesia. Without a valid SKI, cosmetic products may be detained at customs, rejected, or even destroyed.

SKI applies to:

  • Finished cosmetic products
  • Bulk or semi-finished cosmetic products
  • Cosmetic raw materials

Each SKI application is evaluated by BPOM before customs clearance through the INSW (Indonesia National Single Window) system.


Who Must Apply for SKI?

SKI must be applied for by:

  • Indonesian importers or distributors
  • Cosmetic companies holding a valid BPOM notification (NIE)
  • Companies importing cosmetic raw materials for production or distribution

Registration of the SKI account is done once, as long as there is no change in company data. If any data changes occur, updates must be submitted online with supporting documents.


Required Documents for SKI Cosmetics

The required documents vary depending on the type of product being imported:

  • Certificate of Analysis (CoA)
  • BPOM Notification Approval (NIE)
  • Commercial invoice

Important Notes:

  • CoA must include product name, test parameters, results, analysis method, batch/lot number, production date, expiry date, and manufacturer details
  • Product expiry must be more than 1/3 of total shelf life (BPOM Regulation No.27 of 2022)
  • BPOM Notification (NIE) must be valid for at least 3 months before expiry
  • Invoice name must match the BPOM notification data

The SKI application process follows these steps:

If the evaluation result is rejected due to incomplete data, applicants may submit additional data up to three times.

  • Mismatch between invoice and BPOM notification data
