Since the enactment of the Job Creation Law (Law No. 11 of 2020 and Law No. 6 of 2023), the business licensing system in Indonesia has undergone a major transformation through the implementation of the Risk-Based Online Single Submission (OSS-RBA). This system aims to simplify licensing, ensure business legality, and categorize risk levels based on business activities. One important document introduced through OSS-RBA is the OSS Standard Certificate.
What is the OSS Standard Certificate?

The OSS Standard Certificate is an official document that proves that a business activity has met certain standards as stipulated in government regulations. This document also serves as a legal basis for business actors to carry out their business activities.
According to Article 1, point 13 of Government Regulation Number 5 of 2021, the Standard Certificate is a statement or proof of compliance with the standards for conducting business activities that is issued through the OSS system.
Types of Standard Certificates Based on Business Risk

In the OSS-RBA system, business risk levels are divided into four categories (Government Regulation No. 5 of 2021):
- Low risk
- Low-medium risk
- Medium-high risk
- Medium-high risk

For the low-medium and medium-high risk categories, businesses are required to have an OSS Standard Certificate. Based on Government Regulation No. 11/2021 concerning the Implementation of Risk-Based Business Licensing, Article 13 paragraphs 1 and 2, the following are the types of Standard Certificates:
Business licenses for activities with a low-to-medium risk level consist of an NIB (Business Identification Number) and a Standard Certificate
- Low-Medium Risk: The certificate is issued after the business meets the requirements, such as a Business Identification Number (NIB) and a statement of willingness to meet business standards. If necessary, the business must also submit UKL-UPL documents (Environmental Management and Monitoring Efforts).
- Medium-High Risk: In addition to the NIB, verification by the relevant authority, such as a ministry or local government, is required to ensure compliance with business standards in accordance with applicable norms, standards, procedures, and criteria.

What about high-risk businesses?
High-risk business activities require higher standards, namely an NIB and a permit (Izin) (Article 15 paragraph (1) of PP 5/2021). After obtaining a permit, the business activities will be adjusted back to operational and/or commercial permits. In addition, if a high-risk business requires meeting certain standards, the business actor must obtain a business standard certificate and a product standard certificate as appropriate. The application process for these certificates is separate and adjusted to the specific needs of the business activity.

Process to Obtain an OSS Standard Certificate
- Create an Account in the OSS System
Register and create an account on the official OSS website. - Fill in Company Data
Enter complete information about your business, including the type of business and address. - Upload Required Documents
Prepare documents such as your ID card, NPWP (Taxpayer Identification Number), and company deed (if applicable), and upload them to the OSS system. - Data Verification
Your data and documents will be verified by the OSS system. - Certificate Issuance
If all requirements are met, the certificate will be issued and can be downloaded directly from your OSS account.
The Standard Certificate may be canceled if:
• The NIB is revoked or updated for a business with more than one activity.
• The business owner fails to meet the requirements within the specified timeframe.
