In Indonesia, Halal certification is not a document-based formality. It is a system-based assessment regulated by Badan Penyelenggara Jaminan Produk Halal (BPJPH), with audit conducted by accredited Halal Inspection Bodies such as LPPOM MUI.
The key foundation is the Halal Product Assurance System (Sistem Jaminan Produk Halal – SJPH).
Without a structured SJPH system, even complete documents can be rejected.
Common Documents Required for Halal Cosmetic Certification

1️⃣ Company Legal Documents
Halal certification begins with verified business legality.
You must prepare:
- Business Identification Number (NIB)
- Business licenses
- Company profile
- Organizational structure
- Manufacturing or distribution permits
Without clear legal status, the application cannot proceed in the SIHALAL system.
2️⃣ Halal Management Team Appointment
BPJPH requires formal appointment of:
- Halal Supervisor (Penyelia Halal)
- Halal Management Team
- Official appointment decree (SK)
- Defined responsibilities
This is not symbolic. The appointed team becomes responsible for maintaining ongoing compliance.
3️⃣ Raw Materials & Supporting Documents
This is where most cosmetic applications face delays.
Required documents include:
- Complete ingredient list per product
- Material specifications
- Halal certificates (if available)
- Supplier declarations
- Pork-free statements (if relevant)
- Purchasing records
- Incoming material inspection records
Even minor ingredients such as fragrance bases, emulsifiers, preservatives, and colorants must have documented origin.
A single unclear material source can suspend the entire process.
4️⃣ Production Process Documentation
Halal compliance covers the entire production chain.
You must provide:
- Production flowchart
- Facility layout
- Equipment list
- Cleaning procedures
- Storage segregation system
- Cross-contamination prevention measures
If your factory also produces non-halal products, you must prove a strict Syar’i cleaning procedure (Disertu).
Auditors do not only check ingredients — they verify the real implementation on site.
5️⃣ Operational Records & Traceability
Certification bodies assess system consistency, not just static documents.
Required supporting records:
- Production batch records
- Distribution logs
- Traceability documentation
- New material approval forms
- Change management records
The SJPH must be implemented, not just written.
The SJPH Framework (5 Mandatory Criteria)
Under BPJPH regulation, SJPH consists of five core components:
1️⃣ Commitment & Responsibility
Management must issue a written Halal Policy and assign accountable personnel.
2️⃣ Materials
All materials must be halal-compliant and listed in a verified Halal Material List.
3️⃣ Halal Product Process (PPH)
Purchasing, receiving, production, cleaning, storage, and distribution must prevent contamination.
4️⃣ Product
Product name, form, and labeling must not contradict halal principles.
5️⃣ Monitoring & Evaluation
Internal audits and corrective actions must be conducted periodically.
Halal certification is not a one-time approval. It is continuous compliance.
FAQ
Q: If all ingredients are synthetic, is the audit easier?
Not necessarily. Synthetic materials still require traceability proof to ensure they are free from najis contamination during production.
Q: Can we print the Halal Indonesia logo immediately after audit?
No. The logo can only be printed after the official Sertifikat Halal is issued by BPJPH. Premature usage may lead to sanctions.
Q: If our production line is shared with other products, is certification impossible?
No — but you must prove effective segregation or validated Syar’i cleaning procedures.
