Halal Compliance for Aesthetic Clinics in Indonesia

The rising trend in modern beauty treatments has sparked the need for clear guidelines, especially in Indonesia, a country with the largest Muslim majority. Aesthetic services are no longer just about appearance, but are also closely linked to the aspects of Syariah, safety, and product legality, regulated by institutions such as the Ministry of Health (Kemenkes), BPOM, and the Halal Product Assurance Agency (BPJPH).

In Islam, the view on beauty (aesthetics) and its treatments is based on three main conditions: Halal, Safe, and Fulfilling the Requirement (Correct Purpose).

Islamic Perspectives on Common Procedures

Aesthetic ProcedureSyariah ReviewImportant Note
Botox InjectionThe basic ruling is permissible if the purpose is treatment (e.g., treating muscle disorders, or certain medical issues) and not merely for excessive beauty.Ingredients used must be pure (suci) and the procedure safe.
Plastic SurgeryDivided into two: Reconstructive Surgery (to restore normal function/shape due to defects/wounds) is permissible. Aesthetic Surgery (for beautification without medical reason) is haram if it excessively alters God’s creation.Must meet medical ethics standards.
FillerForbidden if used to change the shape of the body/face (e.g., nose reshaping, lip thickening) without a valid medical purpose, as it is considered altering God’s creation. Permissible if used to repair or treat a normal appearance, e.g., smoothing wrinkles due to injury.Ingredients must be Halal and pure, and not harmful.
Thread Lift (Tanaman Benang)Forbidden if the purpose is to excessively alter face shape and falsify age. Permissible if used to repair or treat a normal appearance, such as skin tightening for health reasons or that which does not exceed the limit. The ruling is highly dependent on the purpose.
Laser TreatmentPermissible if used to address medical issues (scars/acne) and is not intended to excessively change appearance or involve forbidden elements. The procedure must be safe and professional.
Facial & CosmeticsPermissible if the purpose is to maintain cleanliness, health, and a reasonable appearance; not excessive.Products used must be made from Halal and Thayyib (good) ingredients, and must be registered with BPOM.

Halal Certification Requirements for Beauty Clinics in Indonesia

When people hear the term halal, they often think of food and beverages. However, in Indonesia, the scope of halal regulation extends far beyond that. According to Law No. 33 of 2014, Government Regulation No. 42 of 2021, and Ministerial Decree KMA 944 of 2021, many types of products and services are required to obtain halal certification.

The list is extensive — it includes food, beverages, raw materials, food additives, slaughtered animal products, cosmetics, pharmaceuticals, and even chemical and genetically engineered products. Moreover, services directly related to production activities, such as processing, storage, packaging, distribution, sales, and serving, are also subject to halal certification.

However, it’s important to note that

Aesthetic or beauty clinic services are currently not classified as mandatory halal-certified services. What is required, instead, is that cosmetic products used and distributed in Indonesia must be halal-certified.

The transition period for full implementation of halal certification runs until October 17, 2026. Therefore, for now, beauty and aesthetic clinics are not yet obligated to obtain halal certification for their services — but they must ensure that all cosmetic products used in their treatments comply with halal requirements.
