According to the BPOM Regulation No. 21 of 2021 regarding the Implementation of the Food Safety and Quality Assurance System in Distribution Facilities, there are 2 types of certifications:
A) Certificate of Commitment Fulfillment for the Food Safety Management System in Distribution Facilities for traditional retail facilities (stores, stalls, kiosks, outlets), minimarkets, and market managers.
B) Certificate of Standard Fulfillment for the Food Safety Management System in Distribution Facilities for modern retail facilities (supermarkets and hypermarkets), importers, distributors, agents, and wholesalers.
Through what media is SMKPO certification conducted?
SMKPO certification is carried out digitally through the website e-sertifikasi.pom.go.id.
What are the provisions related to SMKPO certification?
SMKPO certification is voluntary, except for importers who are registering processed food for the first time with BPOM. They are required to submit a request for the issuance of the SMKPO Standard Fulfillment Certificate to the Head of BPOM as a prerequisite for registering processed food to obtain a distribution permit.
Does the SMKPO certification obligation replace the New Facility Inspection (PSB) by the BPOM Technical Implementation Unit (UPT)?
The SMKPO certification for new importers replaces the PSB or new facility inspection conducted by the BPOM UPT. Currently, the SMKPO certification is carried out by the central office, while the UPT is involved in issuing the audit results as part of the SMKPO certification surveillance process.
When will PSB be replaced by SMKPO certification for new importers?
Applications for PSB submitted before August 4 (the date of regulation issuance) can still receive a recommendation letter for food registration. However, applications submitted after August 4 are required to have SMKPO certification.

Food business operators must submit a request for changes to the SMKPO certificate if there are changes such as:
A. Changes in address that do not alter the location

What is the cost for SMKPO certification?
SMKPO certification incurs a fee as Non-Tax State Revenue (PNBP) according to the applicable regulations. Currently, the regulation for PNBP is still being formulated, and until the regulation is issued, SMKPO certification is free of charge.
How is SMKPO implemented by certified business operators?
Business operators who have obtained the SMKPO certificate must fulfill the SMKPO commitment or standards no later than 6 (six) months after the SMKPO certificate is issued.
To implement SMKPO, business operators must have SMKPO documents, establish an SMKPO team, and conduct internal audits.
How is the internal audit for SMKPO carried out?
Internal audits are conducted according to the Internal Audit Guidelines outlined in the regulation. They must be performed at least once every 6 months. After receiving the SMKPO certificate, business operators are required to report the internal audit results to the Head of BPOM.

Distribution facilities that have been certified SMKPO will be removed from the list of priority facilities for inspection by the UPT.

What about distribution facilities that already have ISO, BRC, or other certifications?
Distribution facilities that are already certified with ISO, BRC, or other certifications can still apply for SMKPO certification. In this case, these facilities are considered more prepared for internal audits.
What if there is a change in warehouse location or the warehouse moves to a new location?
If there is a change in warehouse location or the warehouse moves to a new location, the food business operator must submit a request for the issuance of a new SMKPO certificate. The food business operator must apply for a new SMKPO certificate in the case of changes such as:
A. A change of address accompanied by a change in location.
B. Addition of activities accompanied by a change in NIB (Business Identification Number).
What is the certification process for distribution facilities in traditional markets?
For traditional markets, the application for the Commitment Fulfillment Certification of SMKPO is submitted by the market manager.
