1. Problem Statement
Many foreign cosmetic brands rushing to enter the Indonesian market make a fatal error at the very beginning: signing a warehouse lease contract too early.
They assume that a warehouse is just a place to store goods. They focus on cheap rental rates or proximity to the port. However, in Indonesia, the warehouse is the “heart” of your import license (API-U) and BPOM Notification.
If the warehouse address does not match the zoning regulations or fails the BPOM facility inspection, your entire business license (NIB) can be frozen, and your products cannot enter the country. Today, I will explain the non-negotiable standards for a cosmetic warehouse in Indonesia.

2. Core Content: What You Must Consider
1. Zoning Compliance (KKPR/RTRW): The First Hurdle
The most common reason for license rejection is “Zoning Violation”.
In Indonesia, you cannot just use any building as a warehouse. The government strictly enforces Spatial Planning (RTRW).
- Residential Zones (Zona Pemukiman): Strictly Prohibited. You cannot use a house or a shop-house (Ruko) located in a residential area as a cosmetic warehouse.
- Commercial/Industrial Zones: Your warehouse must be located in an area designated for Business (Perdagangan) or Industry (Pergudangan).
When we register your NIB (Business ID) in the OSS system, the system automatically checks the GPS location of your warehouse. If the zoning does not match, the license is rejected immediately.

2. Administrative Link to the License Holder
A common mistake companies make is “Borrowing an Address” (Pinjam Alamat) informally.
- The warehouse address must be legally linked to the license holder (Importer).
- You must have a formal Lease Agreement (Sewa Menyewa) under the company’s name.
- BPOM will cross-check the address on your NIB, your API-U (Import License), and your actual physical location. If these three do not match, your import rights will be suspended.
3. BPOM Facility Standards
BPOM actively supervises cosmetic distribution facilities. A “Clean” warehouse is not enough. It must meet specific technical requirements:
- Pallet Requirement: Products must strictly never touch the floor. Plastic or wood pallets are mandatory.
- Temperature Control: Indonesia is hot and humid. You must have air conditioning or temperature monitoring logs (usually keeping it below 25-28°C) to prevent product degradation.
- Pest Control: You must have a contract with a professional Pest Control company and maintain a “Pest Control Map” and monthly inspection reports.
- Segregation: There must be a clear physical separation between “Quarantine Area” (for incoming/rejected goods) and “Ready for Sale Area”.

4. Halal Readiness (Mandatory 2026)
This is the most critical upcoming trend. With the Halal Mandate for cosmetics starting in October 2026, your warehouse must be “Halal Ready”.
If you rent a shared warehouse, you must ensure:
- Your products are not stored next to “Non-Halal” items (e.g., products containing pork derivatives or dog shampoo).
- There is a dedicated tool set for handling Halal products to prevent cross-contamination.
Many existing warehouses are not Halal-ready, creating a hidden compliance risk for brands planning long-term market presence.

Q. Can I use a Virtual Office as my warehouse address?
No. Impossible. A Virtual Office is acceptable for your “Office Address” (administrative), but BPOM requires a separate “Warehouse Address” for the physical storage of goods. BPOM officers will visit the physical site for inspection (Sarana Inspection).
Q. I want to save money. Can I share a warehouse with another company?
Yes, but with conditions. You can use a Third-Party Logistics (3PL) provider, but they must be able to issue a formal space rental agreement under your company’s name. Also, they must guarantee product segregation.
Q. Does BPOM really check the warehouse before issuing the license?
Yes. For new importers, BPOM conducts a PSB (Pemeriksaan Sarana Balai), or facility inspection. If your warehouse lacks pallets, pest control documentation, temperature logs, or other required equipment, your application may be rejected or issued a CAPA. In such cases, you must correct the deficiencies and reapply, which can result in months of delay.
