Navigating Indonesia’s New Cosmetic Regulations: Key Updates in BPOM Regulation No. 25 of 2025
The Indonesian Agency for Drug and Food Control (BPOM) has officially released PerBPOM No. 25 Tahun 2025 on Technical Requirements for Cosmetic Ingredients. This regulation is important for all cosmetic brands—both local and international—who want to register and distribute their products in Indonesia. It replaces the previous rules (PerBPOM 23/2019 and 17/2022) to align with scientific developments and the ASEAN Cosmetic Directive (ACD).
What Changed in PerBPOM No. 25/2025?
1. New Terminology
BPOM now uses the simplified term “Kosmetik” instead of “Kosmetika”.
2. Transition Period
Products that already have a BPOM notification number must adjust to the new requirements within 12 months from the enactment date.
Five Key Annexes You Must Understand
The regulation is built around five annexes that list which ingredients are allowed, restricted, or prohibited.
- Lampiran I – Restricted ingredients
You may use these ingredients only under specific conditions (maximum concentration, product type, warnings, etc.). - Lampiran II – Allowed colorants
- Lampiran III – Allowed preservatives
- Lampiran IV – Allowed UV filters (including nano-form restrictions)
- Lampiran V – Prohibited ingredients (±1600 banned substances with 101 new additions)
Examples of newly prohibited substances include:
- Quaternium-15 (cis-CTAC)
- 2-Chloroacetamide
- D4 (Octamethylcyclotetrasiloxane)
- Acetaldehyde
- Cyclohexylamine
- Quinoline
Note: Trace contamination may be allowed if unavoidable and manufacturing follows CPKB.
Important Ingredient Updates You Should Check
- Zinc Pyrithione: Max concentration reduced from 2.0% → 1.0% for rinse-off hair products.
- Etidronic Acid: Now allowed in certain facial cleansers (soap form) up to 0.2%.
- Hydrogen Peroxide: Updated according to new ACD-linked restrictions.
- Salicylic Acid: Spray restriction removed; still prohibited for inhalation exposure and not allowed for children under 3 years.
- UV Filters: Two new UV filters added, including nano-form rules for purity and particle size.
Why This Matters for International Cosmetic Brands
Brands—especially Korean companies entering the Indonesian market—must:
- Review formulations against the updated annexes
- Update the Dokumen Informasi Produk (DIP)
- Ensure no prohibited substances appear in raw materials
- Prepare reformulation if needed
- Verify suppliers’ compliance
Failure to follow these rules may result in rejected submissions, revocation of notification numbers, product withdrawal, or administrative sanctions.
