1. Halal Certification Requirement

All PKRT products used, utilized, or benefited by consumers, and which contain animal-derived ingredients, must obtain halal certification before being distributed in Indonesia (Article 4 of Law No. 33/2014).

2. Exemption for Non-Halal Products

Products that are intentionally made from non-halal materials (such as alcohol or pig-derived substances) are exempt from halal certification, but they must be clearly labeled “Non-Halal” in accordance with Article 27 of MORA Regulation No. 26/2019.

3. Labeling Requirements

Each product must clearly display one of the following labels:

  • Halal Logo – issued by BPJPH (Halal Product Assurance Agency) for certified products.
  • ⚠️ Non-Halal Statement – for non-halal products, such as:
    • “Contains Non-Halal Ingredients” (Bahan Tidak Halal)
    • “Process Not Yet Halal-Compliant” (Proses Belum Halal)

According to Indonesia’s Ministry of Health (Kementerian Kesehatan), Household Health Supplies (PKRT) cover a wide variety of products used in homes and public facilities for hygiene, sanitation, and health maintenance, including:

PKRT Risk Classification

Examples: cotton, tissue, mild hand wash, gentle cleaning wipes.

2. Class II (Moderate Risk)

PKRT products that may cause irritation or corrosion, but do not cause serious effects such as carcinogenicity.
Before distribution, products must submit a registration form and include laboratory test results.
Examples: detergents, alcohol-based cleansers, surface disinfectants, antiseptic solutions.

3. Class III (High Risk)

PKRT products that contain pesticides and may cause serious effects, including carcinogenicity.
Before distribution, these products must undergo testing in an accredited laboratory, comply with all technical requirements, and obtain approval from the Pesticide Commission.
Examples: mosquito coils, repellents, household pesticide sprays.


Implementation Timeline for PKRT Halal Certification

Household Health Supplies (PKRT) are required to obtain Halal Certification starting from October 17, 2021, with a final compliance deadline on October 17, 2026

After 17 October 2026, all PKRT products circulated in Indonesia must either:
✅ Obtain a halal certificate, or
⚠️ Display a clear Non-Halal label on the packaging.
